Tsikhanouskaya Arrives in Ukraine on Zelenskyy’s Invitation for High-Level Talks

Belarusian opposition leader Sviatlana Tsikhanouskaya arrived in Kyiv on Monday for her first-ever visit to Ukraine, following an invitation from Ukrainian President Volodymyr Zelenskyy, marking a symbolic moment in ties between Ukraine and Belarus’s democratic opposition movement.

According to Belarusian opposition outlet Dzerkalo, Tsikhanouskaya travelled to Kyiv by special train. She is expected to hold meetings with senior Ukrainian officials and participate in the International Summit of Cities and Regions, a forum focused on Ukraine’s reconstruction efforts under the Presidential Congress of Local and Regional Authorities.

The summit brings together international and domestic stakeholders working on post-war recovery planning, infrastructure rebuilding, and long-term development strategies for Ukraine.

Delegation and Reception in Kyiv

Tsikhanouskaya was accompanied by a delegation that included close advisers and senior members of the Belarusian democratic movement in exile, including Franak Viacorka, Denys Kuchynskyi, Anatoly Lebedko, Deputy Head of the United Transitional Cabinet Pavlo Latushka, Chief of Staff Valeriy Matskevich, and Social Affairs Representative Olga Zazulynska.

Upon arrival at Kyiv’s railway station, the delegation was received by Yaroslav Chornohor, Ambassador-at-Large at Ukraine’s Ministry of Foreign Affairs.

Political Significance of the Visit

The visit is being viewed as an important diplomatic and symbolic step, reflecting continued engagement between Ukraine and Belarus’s opposition forces, who have been operating largely outside the country since the disputed 2020 presidential election in Belarus.

Tsikhanouskaya’s presence at a high-level reconstruction-focused summit also highlights an effort to link democratic opposition movements with broader international discussions on Ukraine’s post-war recovery and regional stability.

During her visit, she is also expected to pay tribute to Belarusian activist Maria Zaitseva, underscoring what her office describes as shared resistance between Belarusian and Ukrainian civil society against authoritarian governance and Russia’s ongoing war in Ukraine.

Broader Context

Tsikhanouskaya has emerged as the leading international face of Belarus’s opposition movement since 2020, advocating for democratic reforms and increased global pressure on the government of President Alexander Lukashenko.

Ukraine, which remains engaged in an ongoing war following Russia’s full-scale invasion in 2022, has consistently expressed political support for Belarusian opposition figures and civil society groups opposing Minsk’s current leadership.

Neither the Ukrainian presidency nor Tsikhanouskaya’s office has yet released a detailed readout of expected bilateral discussions, but further updates are anticipated following the summit proceedings.
